The Transport Department of Odisha functions under the provisions of the Motor Vehicle Act, 1988. The Transport Department’s main objective is to bring in the enforcement of the provisions of the Motor Vehicle Act, 1988.

To drive a motor vehicle in the state of Odisha, it is mandatory for the vehicle owner to register his vehicle with the Odisha RTO. Each registered vehicle at the Odisha RTO is provided with a unique registration number that is assigned at the time of application. Registration of vehicle at Odisha RTO requires a vehicle owner to follow the process mentioned below.

Documents required for registration of vehicle at Odisha RTO:

• Application in Form 20
• Sales certificate in Form 21
• Form 22 i.e. road worthiness certificate
• Vehicle/Car insurance certificate
• Design approval by State Transport Commissioner is required if the registration has to be done for semi-trailer or trailer vehicle
• Passport size photographs
• Age and address proof documents
• Applicable application fee and road taxes have to be paid
• Customs clearance certificate for registration of an imported vehicle
• In the case of loan hypothecation, Form 34 has to be filled and submitted

On verification of the above documents by RTO officials, the vehicle registration number is issued to the vehicle owner. Fancy registration number can be obtained by paying an additional application fee through the process of auction.
