A private organization recognized as a public utility, the ONTM was created in 2003. It brings together all the professions, tourist regions and tourism operators and also a representative of the Ministry of Tourism on its board of directors. Since 2008, it represents the private sector but is mandated by the ministry to pose as a platform for dialogue between the public and private spheres. Its other functions are mainly to promote the destination, to identify the training needs of the tourism sector and to seek funding for sector development projects.

This conservation mission suggests environmental education, the valorization of ecotourism and science and the equitable sharing of the benefits generated by protected areas with the riparian population.
